Job Description

Pact is seeking a Workforce Development Manager to be part of our leadership team as we continue to grow into a large nationwide organisation with a workforce of over 1,000 staff.  In this role you will be active, practical, pragmatic, no-nonsense and results focused, to support the implementation of change required for a fast-growing organisation.

This senior managerial role is based at our head office in central Dunedin and you will report directly to the Chief Executive.  The primary focus of this position is to provide leadership, direction and accountability for developing Pact's human resources processes, services and systems to achieve Pact's current and long-term strategic plan.  You will also be an active part of the continuous improvement and development of Pact as an organisation by providing sound information, analysis and advice.

Key responsibilities

  • Oversight of the organisation’s human resources function from start to finish to ensure quality recruitment and staff retention processes are consistent with our service contracts and our staffing requirements in supporting our clients.
  • Lead, manage, and develop the workforce team, ensuring the capability and capacity to support an expanding workforce.
  • Present and provide accurate workforce metrics and data that can be used in decision-making and service proposal requests.
  • Lead and manage the collective bargaining with the unions
  • Ensure policies and procedures are designed and regularly reviewed to align with current legislation, audit recommendations, and meet the organisation's contractual obligations.
  • Provide advice on complex employment matters, avoiding unnecessary risks, costs, and reputational damage to the organisation.

Desired Skills and Experience

Key Requirements

  • A relevant tertiary qualification and/or previous experience in an HR/organisational development managerial role or a similar role.
  • High-level interpersonal and verbal communication skills, including conflict resolution, negotiation, and problem solving.
  • Experience with utilising HR information systems to be able to produce, analyse, and interpret reports, making sound recommendations.
  • Sound knowledge of New Zealand employment legislation and proposed future changes.
